Who will become Udupi district in-charge minister?

Udupi: Congress-JD(S) coalition has got the opportunity to form the state government following B.S.Yeddyurappa resignation from CM position within 55 hours of achieving it.
If BJP government was created, any one of the five MLA’s from the district would have definitely received the ministerial berth. But, now congress and JDS(S) will form the state government and there is not one MLA from the district belonging to either parties. Hence, the curiosity on who will become the district in-charge minister has risen.
In the present scenario, MLC Pratapchandra Shetty from Kundapura has the higher opportunity. Normally in a coalition government, the two parties divide the districts amongst themselves. Therefore, Congress might take both D.K. and Udupi districta or one district may go to Congress while the other goes to JD(S).
Who will be the district in-charge minister?
Till date, there have been 9 district in-charge ministers here including K. Jayaprakash Hegde (Janata Dal), D.T.Jayakumar (JD(S)), Dr. V.S. Acharya and Kota Srinivas Poojary from BJP and the remaining 5 from Congress. D.T.Jayakumar became the district in-charge minister in H.D.Kumaraswamy-Yeddyurappa coalition government and once again now, the conditions have turned similar.
If Udupi district goes to JD(S) side of the agreement, the district in-charge minister will be an outsider. Since there is no JD(S) MLC from the district, it is inevitable that the district in-charge minister will be an outsider. Such an opportunity had also come to Pratap Shetty. Though he knew about the little things and was also and MLA and MLC, he did not possess the luck of becoming the district in-charge minister, but now, the conditions seem like he might become one.
