Order to close 8 DIET divisions, 6 TTI

Lack of admission; Government Education Training Centres not functioning

Mangaluru: the state government has passed an order to temporarily stop the DLED (Diploma in Elementary Education) division in 8 District Institute of Education and Training centres (DIET) in the state and to permanently stop 6 Teacher Training institutions (TTI) in the state. But the Director of the Department of State Educational Research and Training (DSERT) has requested the government to close DLED in only 3 of the 8 centres and keep admissions open at the remaining 5 centres. Thestate government is yet to take a decision on this.

Notification has been sent to temporarily stop DLED at 8 DIET’s in the state which include DK, Belagavi, Mandya, Dharwad, Bengaluru City, Bengaluru Rural, Tumakuru and Bagalakot.

The government informs that since there are aided colleges, there should not be problem.

Exemption

As per the letter from SERT director, students who want to study at the 8 DIET divisions which are on the way for temporary closure must be provided the opportunity in their very districts. In this backdrop, only the institutions at Bengaluru City (south), Belagavi and Bagalakot need be closed temporarily while those students interested in PSTE division be provided with the opportunity for the admission for First DLED at the remaining 5 centres (DK, Mandya, Dharwad, Bengaluru rural and Tumakuru), urged the Director of the Department of State Educational Research and Training (DSERT), in his letter to the Chief Secretary of Primary and Secondary Education on April 27th.

The men’s TTI in Kalburgi was merged with the women’s TTI here in 2016. Since this is a coed, opportunity for admissions has been requested in the letter.

What is DIET?

According to the recommendation of the National Policy on Education of 1986, DIET’s were to be started in all the districts to increase the quality of Primary and Secondary Education, hence 8 centres were started in 1993, 12 in 1995, 7 in 2006, 8 in 2009 and 1 in 2010, thus a total of 30 centres were started.

Currently there are 7 government teachers training institutions in the state and DLED is being provided at 23 district education and training institutions. Besides, there are 26 aided teachers training centres. The number of students in these centres is dropping drastically. Some centres are running with zero students, argues the government.

Rise in expenditure

Altogether 153 posts have been approved including 96 teaching and 57 non-teaching posts at the 7 government teachers training institutions. Rs 15.51 crore is paid in fees to these staffs. Comptroller and Auditor General of India expressed reservations to this in 2015-16.

Even though there are students, Mangalore is facing the scissor

The DIET centre in Mangaluru is located near Kodialbail. It has 7 divisions in which more than 250 students are getting trained. Of them, 18 and 15 students are pursuing D.ed first and second year respectively. Although in the beginning it had a good response, since 2002 the number of admissions dropped for some years. In 2016, the government women’s education training centrer was merged with DIET post which there was a rise in the number of students. Yet, the government has decided to temporarily close down the central division in Mangaluru and this has created many questions. It has ordered the continuation of the division in Udupi. Since both the districts have aided DLED colleges, the students won’t be facing a problem for now.

“A letter has been written to the government to provide admission opportunity at 5 out of the 8 centres. Action will be taken as per the government’s next order,” informs H N Gopalakrishna, Director, Department of State Educational Research and Training (DSERT), Bengaluru
