Mangaluru: Come Aug 31st, a whole year passes by since the conduction of elections at 7 local bodies in Karavali. But, with no appointment of president-vice president, administration remains as a mirage for the representatives of the people.
Elections were held at Ullal municipality, Bantwal town municipality, Puttur city municipality, Udupi Corporation, Saligrama town panchayat, Karkaa town municipality and Kundapur town municipality on Aug 31st last year and the results were out on Sep 3rd.
At the same time, the government announced reservations and some questioned this move and knocked on the doors of the court. During investigation, the court put a stay on the appointment of president-vice president for the local bodies.
Although the people of karavali have been badly affected by the incessant rain and resulting floods, the representatives of the people are themselves in a fix. But now, the representatives of the people are questioning why the government, which is supposed to carefully tread while implementing laws in connection to the reservation, is persistently maintaining silence.
The term of local bodies is 5 years of which, one year has passed by without any power. Experts presume that the whole term will begin from the moment, the president-vice president is appointed.
The reason
The elections for the municipality, town municipality and town panchayat which come under over hundred local bodies in the state were held on Aug 31, 2018. The then government had already published the reservation concerning the posts of president-vice president.
This was rectified after elections which was objected by some who approached the court. As a result, a stay was ordered on the appointment. Since some questioned the publishing of the revised reservation, the investigation in this regard is stuck in the court.
Entire state facing the same situation
The present situation is not localized to karavali and is being faced throughout the state. Altogether 105 city local bodies, including 3 corporations, 29 city municipality, 53 town municipality and 20 town panchayats have remained devoid of any administration by the representatives of the people since a whole year. Thus, the elected representatives have no complete power, thereby hindering development works.
Without the appointment the president, vice president, administration is being carried out by officials. There is allegations that they cannot speak about problems concerning their wards and also cannot consider the demands seriously. Besides, the elected members will have the enthusiasm to implement new schemes. But with no power since a year, the enthusiasm has only dwindled.
Expected to be resolved soon
In the backdrop of rectifying some laws which are causing hindrance in the court regarding the reservation on the appointment of the president-vice president in the local bodies, have met Yeddyurappa and submitted and appeal to take proper action in this regard. A meeting in this connection has been held with the law department as well. The problem regarding the reservation is expected to be resolved soon – Kota Srinivas Poojary, minister
