Mangaluru: Prime minister Modi declared lockdown in the entire country for 21 days from March 25. However, the city’s streets were still seeing an intermittent movement of people.
Assistant commissioner (AC) C Madan Mohan on Wednesday, March 25 literally took the task of disciplining errant citizens in his own hands. Wielding a lathi (Indian baton) he went around town smacking a few for venturing out of their house.
Video of some of his justice dispensation was seen on television and social media.
Such incidents of district administration and law enforcement personnel beating up people for violating the lockdown has been up on social media and television news channels.
Many experts opine that such wanton acts can be classified as police brutality, adding that the police only have authority to warn them and arrest them if they refuse to heed a government officer’s order.
