Fact Check: Is Govt providing scholarship of Rs 4,000 to students of English medium schools?

Amid Covid-19 lockdown, many schools and colleges have switched to online classes. Now, a WhatsApp message claiming that government is providing Rs. 4,000 as scholarship for English medium students to study at home is doing the rounds.
The whatsapp message says that Central government is providing Rs 4,000 as scholarship for students studying in English medium schools to study at home digitally. Students from class 5 to 12 can apply. There is no caste barrier and students can apply through mobile up to May 25th 2020. A link has also been provided with the message.
However, PIB fact check claimed that there are no such schemes by the government.
