Fact Check: Is it not mandatory to wear helmets while travelling within the 15 Km radius?

A message on Whatsapp claiming that within the radius of 15 km from the city, riders will not be required to wear helmet is going viral.
The message further states that the decision was taken on the plea filed a person named Sagar Kumar Jain. Also, that the traffic police will not stop vehicles if the rider is not wearing a helmet within the specified limit.
Sources claim, there is also a youtube video related to the fake message in which they claim that there is no need of wearing helmets within the 15 km radius
However, PIB fact check has claimed that viral message is fake and it is mandatory for all to wear helmets while riding.
