Government has now made mandatory for manufacturers of cosmetics and make-up products in India to declare all ingredients to ensure quality control
Till now there was no Central law mandating manufacturers to declare the full list of ingredients of skin and make-up products. The government has also decided to set up the first Central Cosmetics Laboratory and appoint inspectors across states.
The Rule 134 of Drugs and Cosmetics Rules has laid down restrictions on use of cosmetics containing dyes, colours and pigments other than those specified by the Bureau of Indian Standards. Also, the Rule 145 of the Drugs and Cosmetics Rules prohibits use of lead and arsenic compounds in cosmetics for the purpose of colouring and Rule 145 D and 135 A prohibits manufacture and import respectively of cosmetics containing mercury compounds.
Now, according to the new norms, several provisions have been introduced on fluoride content in toothpaste as well. It must not be more than 1000 ppm and the fluoride content must also be mentioned on the tube and carton.
Also, no cosmetic, the manufacture, sale or distribution of which is prohibited in the country of origin, can be imported. Cosmetic tested on animals cannot be imported
