Mangaluru: The district administration has already passed an order making possession of property card mandatory from December 1st and accordingly, the process of registering property owners is being conducted at a good pace. Udayavani has been publishing comprehensive articles on relating this issue and has garnered a good response and appreciation from its readers. Here is an interview with the Dakshina Kannada (DK) Deputy Commissioner Sasikanth Senthil who attempts to answer the questions and doubts sent to us by our readers, asked by Dinesh Ira and translated into English by Aaron Dmello.
Can the property owners apply for the property card even after December?
Definitely they can apply. There is no need for anybody to feel afraid. Only those who need to sell their properties need make the property cards. From Dec 1st, property card is necessary for any sale of property. Therefore, those who are not going to sell their properties can provide their documents at the leisure for the creation of the property card.
A few people who are residing in old apartments are facing the problem of not having the ‘Deed of Declaration’. What should they do?
We see the ‘deed of declaration’ or the document of ownership. For now, those who do not have all the documents, they will be kept on the stand by. Every week, two committee meetings will be conducted under my leadership and the decision will be taken in this regard. It has been thought that the permission for the creation of the property card may be given if the owner has supplementary documents including tax payment.
A few owners do not have NOC. A few have bank loans. What is your advice to those property owners who along with enclosure problem have various other types of land documents related problems?
If supplementarty documents are not there, those property owners will be giver property card based on the available documents. But, if proper documents are not there, it will be mentioned in the property card. In case, a few do not have an NOC, ‘MCC has not provided NOC’ will be mentioned in the property card provided to them.
Until recently, even if one document was unavailable, the property card would not be issued. But, now these rules have been simplified. If there is any litigation relating the property in the Court, then that issue too will be mentioned with details in the card.
Is it possible for those residing in a housing complex to make a property card through the association?
Most of the people residing in housing complex are already applying for their property card. Main Chalta and sub-chalta property card will be provided. Housing complex owners come and make the main chalta for their property. Housing complex residents have been informed about this. On the other hand, those residing in flats have to provide the various documents along with their biometrics by themselves and it will be good if they do it within scheduled time.
Is there any decision to start an additional office for property card plan division?
Till now, the issue of plagiarism by middlemen has not come to my notice. But the public should not deal through middlemen. Our division is functioning with a people friendly environment. Soon, the facility to register for property card from ones home through online means will be implemented.
There are enough complaints that though the application and documents for the property card were submitted back in 2012, yet the card has not yet been provided?
Already 77,381 property documents have been collected for the property card. Draft PR card has been created for 33,000 properties of which, 18,000 cards have been distributed. The remaining close to 15,000 applicants can collect their card from the UPOR division. Te remaining close to 40,000 applicants documents were inspected and were left pending due to the lack of documents. Now, it has been decided that even though there is a lack in the provided documents, the property cards will be issued based on the available documents provided by the property owners. All those cards which were pending before Dec 1st will be distributed.

Though there are several different identity cards including water ID, driving license, passport and others, aadhar and driving license are the two documents that are presently used for the most extent. Accordingly, even though there is Khata from the Revenue Department within the city limits, in future, it will be used as a different card. But henceforth, the property card will function like an aadhaar card for our property. In future, for any property business or for availing loan, property card number will be necessary. “Hence, in the future, property card number will become convenient for property owners the same way how Aadhaar card has found its prominence in our day-to-day lives,” says DC Sasikanth Senthil.
